- Most HVAC system replacements require permitting and independent inspection by a certified ECC Rater. All residential new construction homes must be verified by a certified ECC Rater.
- It provides opportunities for further training for ENERGY STAR® and WaterSense.

What is the California ECC program?
The Energy Code Compliance (ECC) Program is one of California’s primary Energy Code (Title 24, Part 6) implementation tools. Developed and overseen by the California Energy Commission (CEC), the ECC program uses third-party energy inspection professionals (ECC Raters) to verify and document compliance with California.
Under the ECC program, trained and certified ECC Raters evaluate a home’s insulation, ductwork, heating and cooling system, windows, and other factors that affect energy consumption.
An ECC rating can be used to determine eligibility for various energy efficiency incentives, rebates, tax credits, and financing options. It can also help homeowners prioritize energy efficiency upgrades to maximize energy savings and their carbon footprint.
Overall, the ECC program is a key component of California’s efforts to promote energy efficiency in the residential sector.
