RE: CALIFORNIA PUBLIC UTILITIES COMMISSION
The California Public Utilities Commission unanimously approved the investor-owned utilities' energy efficiency program plans for 2006 through 2008. Under the leadership of CPUC Commissioner Kennedy, Judge Gottstein, and CEC Commissioner Rosenfeld, the CPUC's decision launches the most aggressive energy efficiency program in the history of the utility industry. RE: CALIFORNIA ENERGY COMMISSION BEGINS 2008 BUILDING ENERGY EFFICIECY STANDARDS REVIEW
The first public workshop on the 2008 Building Energy Efficiency Standards for California will be Monday and Tuesday, October 24 and 25, in Sacramento. The meetings plan to go from10 am until 5 pm both days.
This is a preliminary "heads-up" in case you want to attend; the website and further details are still being developed but should be available soon (we'll send another email). At the workshop, we plan to cover at many relevant subjects including:
- The overall schedule for the 2008 Standards
- Objectives for this round of Standards
- The Life Cycle Cost Methodology for the 2008 Standards
- The template(s) to fill out for suggesting changes to the Standards
- Key topic areas that will be ready to present to the public (results of finished research that will create a basis for changes to the Standards) - this includes Bruce Wilcox's work on modeling attics and roofs for residential buildings and will likely include non-residential ventilation and some demand response measures
- An overview of ALL the Key Topic Areas we are considering for the 2008 Standards (research is in progress, not completed as of 10/5/05)
- An "open mike" session for taking suggestions for changes to the Standards
CEC is planning a second workshop tentatively scheduled for early December and a third workshop for mid-late February 2006. These are all the public workshops planned for the first phase; after that, we plan to produce the first draft of new language for the 2008 Standards and hold public hearings on that language, probably in April-July 2006.
